Try adding http://www.paypal.com as a "Trusted Site" in your security settings.
In Internet Explorer, click on "Tools," "Internet Options," "Privacy," and "Sites." Type in http://www.paypal.com and click "Allow." Click "OK" at the bottom of the page.
